    Herbert C. Wells Jr., 80, of Governor Street, senior vice president and secretary of the Rhode Island Hospital Trust National Bank until retiring in 1976, died Thursday at home. He was the husband of Jane (Steimer) Wells. He was also the husband of the late Frances (Taft) Wells.

    Born in Providence, he was a son of the late Herbert C. and Ethel (Shipman) Wells.

    Mr. Wells was a graduate of Marietta College in 1933, and earned his MBA at Harvard Business School. He was a graduate of the Rutgers University School of Banking. He was a Navy veteran of World War II with the rank of lieutenant commander. He was appointed the first chairman of the Rhode Island Public Transit Authority by Governor Chaffee, and continued under Governors Licht and Garrahy.

    He was a former member of the board of the Narragansett Council, Boy Scouts of America, and president of the board of trustees of the Lincoln School from 1974 to 1976. He was a member of the Lincoln School Foundation. He was a permanent deacon at Central Congregational Church. He was a member of the Providence Art Club, the Dunes Club, the Pettasquamscutt Society, the Tavern Hall Club, the Veterans of Foreign Wars, the Rhode Island Historical Society, and the John Carter Brown Library. He was a past governor general of the Society of Colonial Wars.

    Besides his wife he leaves two sons, John G. Wells of West Kingston, and John W. Hume III of Lancaster, Pa; four daughters, Barbara W. Johnson of Durham, N.C., Karen T. Wells of Juneau, Alaska, Tristen Hume-Soares of San Juan Capistrano, Calif., and April H. Martin of East Providence; a sister, Emily "Sally" Wells Bechtold of Wakefield, and 13 grandchildren. He was brother of the late Harris Shipman Wells.

    A memorial service will be held Tuesday at noon at Central Congregational Church, Angell Street.
